1.5吨爆炸物袭击使馆区 阿富汗恐袭为何如此严重

中新网6月2日电 (李夏君)当地时间5月31日晨，上班早高峰期间，阿富汗首都喀布尔使馆区的一声巨响震碎了晨间的繁忙。一辆携带1.5吨爆炸物的汽车在使馆区爆炸，导致至少90人死亡，400多人受伤，为近年阿遭遇的最严重恐袭之一。阿富汗多地袭击事件频发导致安全局势持续恶化，恢复国内和平与稳定的道路依然漫长。

【1.5吨重爆炸物在外交区爆炸】
5月31日的爆炸发生在卡布尔市瓦济尔阿克巴汗区(Wazir Akhbar Khan)，该地点位于喀布尔核心区域——外交区，附近有多个国际机构、外国使馆和政府部门。该区被认为是喀布尔最繁忙和最安全的地区，拥有约3米高的防爆墙，还配有重重安保力量。
当天，一名自杀袭击者引爆了放置在卡车上的巨型炸弹，这枚在德国大使馆附近引爆的炸弹造成大量平民死伤，导致周边区域和建筑物受到严重破坏，一些使馆也遭受严重影响。
官员说，这辆原本是用于被载运污水的卡车被放置了多达1500公斤的爆炸物。
截止当地时间6月1日，此次爆炸已经造成至少90人遇难，400多人受伤，死伤者多为妇女儿童。这是自今年以来，阿富汗遭受的恐袭中平民伤亡最严重的一次。
【多国机构遭波及 无中方人员伤亡】

爆炸中，中国驻阿富汗大使馆建筑局部受损，没有中方使馆人员或中国公民受伤。
中国驻阿使馆工作人员向媒体透露：“这次袭击发生地点不仅邻近阿富汗总统府，也靠近德国、土耳其、伊朗等国驻阿使馆，距中国使馆直线距离约300米，我馆也受到波及，部分建筑物一定程度受损。”
多国人员及使领馆工作人员在此次爆炸中受波及：两名德国驻阿富汗大使馆工作人员在爆炸时受伤，一位阿富汗籍使馆保安人员死亡；伊朗驻阿富汗大使受伤；11名美国公民受伤；英国广播公司一名负责接送员工上班的阿富汗籍司机在袭击中丧生，4名记者受伤；日本大使馆两名职员被碎裂玻璃割伤。
此外，法国、土耳其、阿联酋、伊朗、保加利亚和巴基斯坦使馆的建筑亦有损坏。
【伤亡为何如此惨重？】

2016年7月，极端组织“伊斯兰国”在阿富汗首都喀布尔制造自杀式爆炸袭击，造成约300余人伤亡，为此前15年来阿富汗伤亡最惨重的袭击。随着此次喀布尔恐袭伤亡人数的上升，此次爆炸可能成为过去十数年来阿富汗遭遇的最严重的袭击。
为何在“安全区”发生的爆炸伤亡如此巨大？上班高峰期、堵车、人流密集和炸弹威力强大可能是导致伤亡惨重的原因。
有媒体指出，事发路段正值交通早高峰时段，通常情况下会出现堵车情况，威力巨大的爆炸摧毁50多辆车，并对事发现场附近数百米内的建筑造成不同程度破坏。
此外，当天被引爆的炸弹重达1500公斤，威力非常强大，现场被炸出一个7米深的大坑。
【国际社会谴责袭击事件】

爆炸发生后，阿富汗总统加尼指爆炸案是一起“战争罪行”，北约组织谴责袭击事件“野蛮”，并赞扬阿富汗保安部队“勇敢”。印度和巴基斯坦也严厉谴责爆炸事件。
美国驻阿富汗大使洛伦斯发表声明，指袭击者“完全无视人命”，袭击事件让人“彻底鄙视”。
德国外长加布里尔在社交网站发文说：“这类袭击不会阻碍我们继续支持阿富汗政府建立一个稳定的国家。”德国内政部发言人表示，遣送阿富汗难民回国的计划将暂时搁置。
联合国秘书长古特雷斯、联合国安理会5月31日也分别发表声明，对喀布尔恐怖袭击表示强烈谴责。
联合国安理会声明称，这起发生在穆斯林斋月期间的恐怖袭击“丑恶、懦弱”，对其进行最强烈的谴责，并敦促所有国家按照国际法和安理会相关决议所规定的义务，在这方面与阿富汗当局开展积极合作。

目前，此次恐袭的元凶暂未被认定。爆炸发生后，极端组织“伊斯兰国”宣称对袭击事件负责。塔利班宣称该组织与这次爆炸无关，不过阿情报组织认为与塔利班和“基地组织”联系紧密的恐怖组织“哈卡尼网络”参与了这次恐袭。
喀布尔市警方发言人认为，袭击者的目标未必是德国大使馆。北约小组也表示，阿安全部队阻止了载有炸弹的卡车进入受重度保护的地区，那里聚集了许多外国大使馆及该组织的办事处，因此袭击者可能没有完全达到目的。
近期，阿富汗国内安全局势严峻。塔利班4月28日宣布针对阿军政目标发动新一轮“春季攻势”以来，阿富汗多地袭击事件频发；加上近年来IS对阿富汗不断发动恐袭，进一步导致阿安全局势恶化。
美国《时代》周刊撰文表示，近年来，武装分子在阿富汗全境的势力日益抬头，阿政府控制或具有影响力的范围仅占全国的60%左右。阿富汗政府铲除恐怖主义威胁，恢复国内和平与稳定的道路依然漫长。
